A Recognisable Portrait for China’s Resident Identity Card

China’s resident identity card connects a citizen’s photograph with the domestic registration record. It is not the foreign permanent resident card, and its application belongs to the public-security identity service. The national first-application guide describes presenting the household register, collecting portrait information and completing the resident identity card application form.

The portrait is therefore part of the registration process, not merely a decorative image supplied after approval. Local services can have their own arrangements for capture. Chongqing’s published guidance, for example, says that application points take the photograph free of charge for first issues, renewals and replacements.
