The first step towards Armenia's new biometric passport can happen online. The decisive identity step cannot.
That distinction is the practical heart of the country's new document system. Armenia's Migration and Citizenship Service announced on 20 October 2026 that online pre-registration for biometric documents will open on 31 October 2026. The portal is designed to move data checks, payment and appointment selection ahead of the visit.
Fresh reporting by Armenpress on 22 October confirmed that Armenian citizens will be able to pre-register for both a biometric passport and an identity card through the Migration and Citizenship Service and HayPass websites.
The less obvious question is what “online” changes. It does not turn a biometric passport into a document issued from a web form alone. It changes how an applicant reaches the office, what happens when their details do not match the state register and which decisions should be made before an appointment is booked.
Two Routes Into the Same Appointment System
The official announcement describes two ways to pre-register: with strong authentication or without it.
With strong authentication, the applicant is directed to payment and then chooses a convenient service office. Without strong authentication, the information entered is first compared with the State Population Register. A complete match unlocks the choice of date, time and office, followed by payment.
If the data do not match, the portal does not simply allow the applicant to continue with a spelling variation or an old address. The person is directed to the Migration and Citizenship Service to clarify and, where necessary, correct the record. An appointment can be booked only after the authorised body confirms the correction.
This makes pre-registration an early identity check, not just a queue-management tool. A mismatch is useful information because it exposes a record problem before the applicant arrives expecting document production to begin.
Applicants should therefore enter names, dates and other identifying details exactly as they appear in the relevant official records. Guessing which version the system expects may create a second problem instead of resolving the first.
Pre-Registration is Not Biometric Enrolment
The online stage chooses and prepares the route. The biometric stage still belongs to the service point.
HayPass, the official operator working with the Ministry of Internal Affairs, says applicants use online pre-enrolment to choose where they will submit their biometric data. Earlier reporting on the enrolment equipment explained that the photograph and fingerprints are taken at the office with an integrated capture device.
That difference prevents two common misunderstandings. Uploading information before the visit is not the same as supplying the passport portrait, and booking an appointment is not the same as completing identity-document issuance.
It also explains why applicants should be cautious about carrying assumptions from an older passport process into the new one. A photograph prepared for another Armenian document route may not be the image used for the new biometric passport. The authority's live instructions for the selected document and service point control what must be brought and what will be captured there.
A Valid Passport Does Not Suddenly Expire
A new system often creates pressure to replace a document immediately. The operator's current biometric-document guidance says the opposite for an unexpired Armenian passport: replacement is not compulsory, and the holder may continue using it until its expiry date.
That separates two different events. Armenia is opening a new application and issuance route for biometric documents. It is not cancelling every valid older passport on the launch date.
Someone with an approaching expiry, a damaged document or another reason to replace it may have an immediate application decision. Someone whose passport remains valid can first check whether early replacement serves a real need. The arrival of a more secure document does not by itself prove that every holder needs a new one at once.
The distinction also matters for people abroad. Armenian diplomatic missions temporarily suspended some passport issuance and replacement services from 5 October during the transition, so an overseas applicant should check the responsible mission's current notice rather than assume that the domestic launch date automatically reopens every consular route.
The Office Choice Has a Lasting Effect
The service-point decision is more than a convenient calendar preference. HayPass says 14 service points will operate initially, including two in Yerevan and 12 in regional locations, with 23 planned in total.
The same guidance says the completed document is collected from the service point where the biometric data were submitted. Another person cannot collect it on the applicant's behalf. The expected production point is the 14th business day after biometric collection, after which the applicant is notified for pickup.
An applicant should therefore choose an office they can reach twice: once for enrolment and again for collection. A slot that appears convenient on the booking screen may be less useful if returning to that office is difficult.
This is also why “online application” can be a misleading shorthand. The portal removes some administrative work from the counter, but the route still has physical stages tied to a specific place.
Five Checks Before 31 October 2026
The new route becomes easier to understand when it is broken into five checks.
First, identify the document. A passport, citizen identity card, residence card and refugee travel document may sit inside the same new infrastructure, but they serve different legal purposes and can require different evidence.
Second, decide whether replacement is necessary. An existing valid passport remains usable until expiry according to the operator's guidance.
Third, prepare the exact official record details needed for pre-registration. If the information does not match the State Population Register, allow time for correction before expecting to book.
Fourth, select a service point with both enrolment and collection in mind. The biometric visit is not optional, and pickup is tied to the same office.
Fifth, read the live checklist for the chosen document after booking. Do not assume that a photo, payment receipt or supporting document used under an older route will be accepted in the same form under the new system.
Armenia's change is significant precisely because it separates work that can happen online from proof that still needs to happen in person. From 31 October 2026, the portal can check the route, expose a register mismatch and reserve a place. The office still binds the applicant's identity, biometrics and document together.
