The scramble for a Schengen visa appointment in Kinshasa has been replaced by a queue.

From 26 October 2026, an applicant no longer has to keep refreshing the European Visa Centre's booking page in the hope that a free slot appears. Under the new procedure announced by the CEV, an appointment request enters an automatic waiting list. The applicant receives an email when a slot can be offered.

That removes one exhausting contest, but it does not turn the application itself into a queue with a guaranteed result. The appointment is still only the point at which a person can submit a visa file. The passport, destination, photograph, supporting evidence and biometric steps remain separate parts of the process.

A Place in the Queue is Not a Visa Decision

The new system changes access to appointments, not the legal test for a Schengen visa.

Reporting by Actualite.cd says the previous release of slots had become a race in which intermediaries could capture appointments almost immediately. The automatic waiting list is intended to replace that race. It does not change the eligibility rules, promise a particular waiting time or guarantee that a visa will be issued.

That distinction matters when planning a trip. An email offering an appointment means that the applicant may present the file at the stated place and time. It is not a preliminary approval, and it does not repair missing evidence. Travel should not be treated as confirmed merely because the queue has produced a slot.

The CEV also says appointments and forms are free. An applicant should be wary of anyone who charges for access to a slot or claims that payment can produce a favourable decision.

The Main Destination Still Determines the Route

The centre in Kinshasa is managed by Belgium, but it receives short-stay applications for several Schengen states. That does not mean every journey should automatically be filed as a Belgian application.

The CEV's represented-destinations guidance says that a traveller visiting more than one Schengen country should apply through the country where they will spend the largest part of the stay. That country is the main destination. If the stays are equal, the wider Schengen rules use the country of first entry to determine the competent consulate.

The same CEV page also identifies a location difference inside the Democratic Republic of the Congo: applications for Estonia, Hungary and Slovakia that fall under the centre's representation must be submitted in Kinshasa, not Lubumbashi.

An automatic queue cannot correct a request sent through the wrong destination or location. Before joining it, the applicant should settle the itinerary, identify the main destination and use the checklist for that country and purpose of travel.

Use the Waiting Time to Build the File

The practical advantage of a waiting list is that attention can move away from repeatedly checking for slots and towards preparing a complete application.

The European Commission's Schengen visa application guidance lists the common foundation: a valid passport, a completed application form, an ICAO-compliant photograph, travel medical insurance and evidence covering the purpose of the stay, financial means, accommodation and the intention to return. The applicant's fingerprints are generally collected when the application is submitted, subject to the stated exemptions.

Those are categories, not a universal one-page checklist. A tourism file, family visit, business trip and official journey can require different supporting evidence. The main-destination authority may also ask for additional documents. Applicants should therefore use the current checklist linked by the CEV for the exact destination and travel purpose rather than copying a friend's older file.

The photograph and the biometric appointment should not be confused. The application needs a recent image that meets the stated standard. Fingerprints and any live capture required by the centre happen through the official submission process. Preparing the photo does not complete biometrics, and entering the appointment queue does not waive either requirement.

The Applicant's Email is Part of the Process

In the old system, the critical moment was spotting an open slot. In the new one, it is receiving and acting on the offer email.

The CEV tells applicants to create their own Visa On Web account with a personal email address. If an intermediary or cybercafe account is used, appointment and collection messages may go to someone else, and that person may be able to cancel the appointment without the applicant knowing.

Use an email account that can be checked directly, keep its recovery details current and review the spam folder while waiting. A message should be compared with the official request and application reference before any link is opened or payment is made. The waiting list reduces the need to chase a slot; it does not make every message carrying the word "visa" authentic.

This is also a reason to keep copies of the submitted appointment request, Visa On Web form and supporting-document checklist. If names, passport details or contact information differ across them, the inconsistency is easier to resolve before an appointment than at the entrance.

The Confirmation Controls the Visit

When an offer becomes an appointment, the confirmation email becomes the practical key to the building.

The CEV's access instructions say applicants must show appointment confirmation and that the location appears in that message. Access is allowed 30 minutes before the scheduled time. A late arrival is not admitted and requires a new appointment.

That makes the final pre-visit check straightforward: confirm the city and building, match the applicant's name and passport details, print or otherwise retain the confirmation in the requested form, arrange travel with enough margin, and put the documents in the order required by the destination checklist.

The automatic queue is an important procedural improvement because it separates waiting from constant clicking. Its value is clearest when its limits are understood. It allocates an opportunity to submit a file; it does not choose the correct destination, assemble the evidence, replace the photo and biometric requirements or decide the visa.

For applicants in Kinshasa, the calmer route is also the more exact one: join through the official channel, protect direct access to the email account, prepare the file while waiting and treat the appointment as the beginning of examination rather than the end of it.
