The Photograph in Kuwait’s Civil ID Registration

Kuwait’s Civil ID is administered by the Public Authority for Civil Information, known as PACI. Its photograph belongs to the civil-registration record, which is why a residence application and a subsequent Civil ID application should be treated as separate tasks. For residents covered by Articles 17, 18, 19, 23 and 24, the government’s registration guidance explicitly asks for a recent personal image and clear supporting attachments.

The listed service is available through PACI’s electronic services. Prepare the portrait as its own image rather than extracting it from a photograph of a passport page. The passport is separately required as supporting evidence. Keeping those files distinct makes it easier to check photo quality, suitable image resolution and the requested digital delivery format before uploading them.

The photograph should provide a recognisable likeness for an identification card used in everyday dealings in Kuwait. The detailed specifications below explain the visual requirements. Use our framing and background guidance while preparing the picture, and avoid a compressed messaging-app copy when a clearer original is available.

PACI’s registration requirements depend on the applicant’s category; the cited page covers the named residence articles rather than every citizen or resident service. Check the appropriate first-registration, re-registration or renewal instructions alongside your identity documents. A photo accepted for an earlier immigration application is not by itself confirmation that the same file meets the Civil ID submission requirements now.
