Preparing for Samoa’s National Digital Identity Registration

The national digital identity programme in Samoa needs to be distinguished from an already issued passport or driving licence. The Samoa Bureau of Statistics currently announces mass registration starting in 2027. Its programme is intended to give citizens and residents a legally recognised digital identity for verification and access to services. A photo prepared today should therefore not be mistaken for completion of national registration or a guarantee that an upload service is already available.

The National Digital Identification Act provides for facial imagery in identification credentials and for registration of personal information and biometrics. However, legislation describing an identity system does not by itself establish a consumer photo upload format. Follow the Bureau’s published enrolment arrangements when your registration opportunity opens, including how the portrait is collected and which supporting identity documents you must present. Keep the national digital ID process separate from photographs requested by an employer, school or another issuing organisation.

If preparing a digital photograph in advance, preserve an accurate recognisable likeness and avoid altering facial features. Basic attention to photo quality, clear framing and a distraction-free background gives you a useful starting point, but wait for the actual registration instructions before purchasing a batch of prints.
