The Certified Portrait for Lebanon’s Biometric Laissez-Passer

Lebanon’s biometric laissez-passer is not simply another name for an ordinary citizen’s passport. General Security publishes a travel-document procedure for the “Under Study” and “Unregistered” categories, and PRADO identifies the corresponding laissez-passer as a travel document issued to non-nationals. Establish that category before preparing the photo, since an emergency return request for a Lebanese citizen is a different consular situation.

The published procedure asks for a recent full-face photograph on white, measuring 4.5 × 3.5 cm, certified by the mukhtar with the relevant identifying details. For the unregistered category, the authority first considers the available evidence of birth, residence and legal status. The photograph accompanies that assessment; it does not establish nationality by itself.

Keep the selected prints available for the required certification, and follow the mukhtar’s instructions about signing and stamping rather than adding information across the image yourself.

Collect the supporting identity documents or status records requested for your category and confirm the application arrangements with General Security in Lebanon. The authority describes this biometric document as valid for return to Lebanon and for multiple journeys, subject to its conditions. Check destination acceptance independently; a correctly prepared photograph does not make the laissez-passer interchangeable with an ordinary Lebanese passport.
