A Diaspora Portrait for Rwanda’s National Population Record

A Rwandan living abroad without a National Population Registry number can use a dedicated national-ID application route. The service is provided by NIDA and described on Irembo for applicants aged sixteen or older. In this situation, the portrait helps connect the applicant to a population record being established, rather than simply replacing a picture on an existing card. This diaspora route is a specific case within the identification system of Rwanda.

Irembo lists both a passport photograph and a copy of an identity document as required attachments. The supporting evidence may include an older Rwandan identity card or a travel document issued by a competent Rwandan authority. Keep those files separate: the document copy helps establish the underlying identity, while the new portrait provides a current recognisable likeness.
