An identity-card photograph connected with Western Sahara must be tied to the person’s actual civil and administrative record. Most of the territory is administered by Morocco, according to UK government guidance, but that practical description does not establish one nationality or identity-card entitlement for every resident. Begin with the issuing authority named on the existing card or application.

For an eligible applicant using Morocco’s electronic national identity card, the relevant document is the CNIE. The Moroccan foreign ministry publishes a dedicated national-ID service, distinct from its passport service.
