The Photograph Identifying an Ethiopian Licensed Driver

A driving licence in Ethiopia records an authorization to drive, with identifying features that connect that permission to its holder. Ethiopia’s driver-qualification legislation specifies a photograph, the driver’s written signature and a fingerprint on the licence. The face image is consequently one part of the licensing record, alongside the qualification and identity information held by the issuing authority.

The legislation assigns the licence’s form, quality and protection against forgery to the responsible authority. It does not make a general passport-photo service the decision-maker for licensing submissions. For example, Addis Ababa has its own driver and vehicle licensing authority; applicants should follow the procedure of the office administering their licence.
