When a Hong Kong Driving Application Actually Needs Photographs

Before ordering a driving-document photograph in Hong Kong, distinguish the ordinary driving license from an International Driving Permit. The Transport Department’s application table attaches the photograph requirement to the IDP service. It should not be treated as evidence that every local driving-license application needs a separate portrait.

For the IDP, the Department specifies two identical recent full-face photographs with a plain background. It also identifies a different route through the self-service kiosk: applicants using that service do not supply photographs because a live image is taken and printed directly on the permit. The delivery choice therefore depends on how the IDP application is made.

If the supplied-photo route applies, choose a portrait with a current recognisable likeness. Review photo quality, framing and background before producing matching prints. For an ordinary license renewal or replacement, consult the Transport Department’s own checklist for that transaction and prepare the requested identity documents and supporting evidence. A scan of an identity card requested for an online application is a document attachment, not necessarily a new portrait. Confirm the document name before purchasing a photo package, especially when planning to drive abroad: a local license and the separate IDP have different purposes and application materials.
