Your Photograph in Rwanda’s Permit Application Attachments

A permit application for a foreign investor, entrepreneur or international worker already in Rwanda is handled by DGIE through the Irembo service. The photograph is one of the common attachments, alongside the passport information page and an application letter. The exact supporting papers depend on the permit type, so identify the category before treating a prepared portrait as the last item needed for submission.

Irembo distinguishes the portrait from the document scans: its published permit guide lists a JPG photo with a white background, while the passport page and supporting certificates use PDF attachments. This distinction is useful when an employer or representative helps prepare the file. A PDF containing several documents is not automatically suitable for the photograph field, and a photograph of the passport page does not replace the separate portrait.

Check image resolution, framing and photo quality before resizing the digital photograph to the permitted upload size. If you receive a new passport while an existing permit remains valid, Irembo provides a separate permit-transfer service and again lists a personal photograph among common attachments. Use the correct transaction rather than submitting an unrelated new-permit request. Keep the new passport details and other identity documents consistent so the portrait is attached to the right immigration record.
